Cellular phone or smart phone devices (e.g., BlackBerry, iPhone, Pocket PC) rental or purchase, including service plans, long distance or local charges, unless they are necessary for data collection and have adequate justification. Grantee will be required to present this justification to the satisfaction of Tri-Council.
